Due to the fact that major defeats could be a big drain on your manpower and you may not be able to replace the lost units. But that would also mean that victories would be more rewarding and decisive. This would mean you could favour tactics of wearing the enemy down.Īlso it would likely make the stakes in battles higher because for many of the other factions who would likely not have a massive manpower rate, defeats would be more serious for both the AI and the Player. Certain provinces like Italia would likely have higher manpower (as it's historically accurate) but I dont think it would make it that unbalanced as at the moment Rome can spam out full stacks anyway but the difference is that crushing these full stacks would have more of a noticeable effect. So it would replete when they train units and maybe when units replenish. So every province has a manpower bar, a bit like the population bar and they can only train units and have their units can only replenish while they have manpower. It doesn't really seem to have many major repercussions, I can have another army up and running quite quickly and I don't really see much effect on my economy. They never run out of potential soldiers, it doesnt seem to have a noticeable effect on their economy and they can have another full stack up and running pretty quickly.
